That's almost certainly fireweed (epilobim angustifolium) or one of its cousins. Absolutly stunning when found in large numbers.

The road up to Spruce knob all the way from the main highway is paved now if you come from the Riverton side of the mountain. Still gravel/dirt and very dusty from the town of Harman side.
